The Pittsburgh line, at $60.90 per mile is a rebuild of an existing line (this should
cause the project to be less costly than if built new).
The Seattle system would use an existing bus tunnel, built in the 1980s under
downtown, which was to have been designed for conversion to light rail (this
causes project costs to be lower than otherwise).
