Expanded Rail Service and Artificially Higher Boarding Figures in 1995: Urban rail systems were opened or significantly expanded in a number of metroplitan areas between 1983 and 1995. Because such systems force many passengers to split their journeys between buses and rail (transfer), the 1995 boardings figure for states containing these systems is artificially inflated. This effect is likely to exceed five percent in DC, Florida, Georgia, Maryland, Missouri and Oregon

DC, MD & VA: The National Transit Database reports all ridership and cost data for the Washington Metropolitan Area Transit Authority in DC, despite substantial ridership in MD and VA. As a result, DC data is significantly over-reported and data in MD and VA is significantly under-reported.
